US Tourists Love to Visit This Nation, But Now Facing Over Tourism; Next Year Will Raise Tourist Tax

Japan has shattered its tourism records, welcoming nearly 33.4 million visitors between January and November 2023, according to government projections. The influx of travelers highlights the nation’s growing appeal as a global destination. Among the three million visitors in November, 247,500 were from the United States, showcasing Japan’s increasing popularity with American tourists.

The surge in tourism follows eased travel restrictions and strategic promotional campaigns targeting international travelers. With the final figures for December yet to be tallied, 2023 is expected to surpass the pre-pandemic tourism high of 31.88 million visitors in 2019.

Despite the surge in arrivals, 30% of visitors reported issues with overcrowding at iconic sites, according to a report by the Japan Tourism Board (JTB) Foundation and the Development Bank of Japan. Popular destinations like Kyoto’s Arashiyama Bamboo Grove, Tokyo’s Shibuya Crossing, and Mount Fuji have struggled to accommodate the overwhelming footfall.

Local authorities are considering measures to alleviate overcrowding, including timed ticketing, expanded transportation options, and dispersing tourists to lesser-known attractions. Balancing growth with sustainability remains a key challenge for 2025 and beyond.

Regions such as Hokkaido, Okinawa, and the Japanese Alps are gaining popularity for their natural beauty and outdoor experiences. Efforts to promote eco-tourism and preserve the environment are being intensified to cater to the growing demand for sustainable travel options.

As visitor numbers rise, so do taxes aimed at maintaining infrastructure and preserving natural and cultural sites. The standard bathing tax, charged for hot spring experiences, is currently around $0.98 per day. However, in March 2024, the hot spring town of Higashi-Izu will increase this tax to approximately $2 per day, a move expected to generate additional revenue for local development.

Additionally, three municipalities in Hokkaido have introduced lodging taxes in addition to bathing taxes, with 16 other municipalities considering similar measures. These taxes are seen as a necessary step to fund the upkeep of tourist facilities and manage the growing influx of travelers.

American tourists represent a significant portion of Japan’s international arrivals. With 247,500 Americans visiting Japan in November 2023, the U.S. market has become a critical segment for the tourism industry. Their preferences for nature-focused and cultural experiences are influencing promotional campaigns.

Efforts to attract more American travelers include partnerships with travel agencies, increased flight connectivity, and targeted marketing highlighting Japan’s unique cultural heritage and scenic landscapes.

Sustainability is becoming a priority as Japan’s tourism sector expands. The government is implementing policies to promote eco-friendly travel and reduce the environmental impact of mass tourism.

Key initiatives include:

The introduction of new EU-style green policies may also push tourists and businesses toward adopting eco-friendly travel habits.

Japan’s tourism success in 2023 has set the stage for continued growth, but challenges like overcrowding, rising taxes, and environmental concerns must be addressed. Experts believe that enhancing infrastructure, dispersing tourists to less-visited areas, and implementing stricter sustainability measures will be crucial for long-term growth.

As Japan prepares for another record-breaking year, the country must balance its booming tourism industry with sustainability and improved infrastructure. Travelers, policymakers, and local communities will all play a role in shaping the future of tourism in Japan.
